在主张持续提高劳动报酬占比的同时，我特别要强调提高最低工资标准，前两天人力资源社会保障部王晓萍部长在民生主题记者会上也提到了要落实好最低工资标准调整机制。我们必须将最低工资标准提到国际劳工组织倡导的占社会平均工资的40%—60%，同时还要制定最低时薪制，以此抬升劳动报酬的底部，促使整个劳动报酬得到提升，并使灵活就业人员特别是新业态从业者有适用的最低时薪工资标准。
